main/postmarketos-release-upgrade-notification: new aport

Previously the process was that once a branch is EOL, the
notification-commit was cherry-picked from the branch before.
However that makes less sense, since the package then doesn't go
through the same mass updates as pmaports master does, e.g. it still
referenced gitlab.com & -gtk3, and doesn't allow changes by contributors
other than the one cherry-picking it.

device-fairphone-fp4: start using soc-qcom

Replace some direct dependencies by soc-qcom plus some subpackages
instead. This will also pull in some extra packages and configs that
will be useful on fairphone-fp4.
Remove pd-mapper since the in-kernel pd-mapper has been in use for a
while so the user space service didn't do anything anymore.

reproduce it anymore when cross compiling from x86_64.
This syncs the enabled architectures with Alpine.

ci: Drop KERNEL_NAME

Only Alpine kernels use the vmlinuz-VARIANT naming scheme, postmarketOS
kernel images are always called vmlinuz.
Since we only use our own kernels now, we can completely get rid of the
variable and always look for vmlinuz.
[ci:skip-vercheck]: the checks can't handle bumping pkgver *and* pkgrel
[ci:skip-build]: takes a long time and already built successfully in CI
