Upgrades both kernels to 6.19.0. Syncs both kernel's kconfigs with kconfigcheck and enables the rust kconfigcheck category. Rust is enabled as future-proofing in-case pmOS enables a Rust option so devices can be tested with Rust enabled beforehand.
