device/*: migrate device packages to new kernel cmdline config system
This migrates all device package to the new system, which is documented
here: https://docs.postmarketos.org/pmaports/main/kernel-cmdline.html.

It also replaces old initramfs params (PMOS_NOSPLASH and
PMOS_FORCE_PARTITION_RESIZE) from the cmdlines with their modern
equivalents, so we can finally get rid of those.
