device-xiaomi-elish: Move to testing 
The kernel package used by this device does not meet the community
kernel version requirements anymore and the maintainer has not responded
to the issue #4448 which notified them of the situation.

Since two weeks have passed without a request for more time, the device
should be moved to testing.
