xiaomi-latte: new device (Xiaomi Mi Pad 2)

The kernel version has been updated to mainline 6.16.0 and successfully compiled and tested.
Due to the device's specific requirements, it enforces the use of Secure Boot.
Disabling Secure Boot will reset it back to enabled after several reboots or DNX Fastboot sessions.
I had to resort to using shim and a self-signed certificate.

This kernel shouldn't exist. msm8960 devices, like the expressatt,
already use the linux-* mainline kernels and the apq8064 is very related
to the msm8960. Let's deprecate this kernel and shift the devices that
depend on the apq8064 kernel onto the mainline kernels.

I had originally overlooked that this was necessary. If
INSTALL_MOD_STRIP=1 is set when invoking modules_install, we need to set
LLVM=1 to ensure that llvm-strip is used instead of GNU binutils strip.

with LLVM=1 CC=gcc will result in building with GCC and LLVM binutils
