device/*: migrate device packages to new kernel cmdline config system
This migrates all device package to the new system, which is documented
here: https://docs.postmarketos.org/pmaports/main/kernel-cmdline.html.

It also replaces old initramfs params (PMOS_NOSPLASH and
PMOS_FORCE_PARTITION_RESIZE) from the cmdlines with their modern
equivalents, so we can finally get rid of those.

soc-amlogic-s905: rename to soc-amlogic-aarch64
This package is being used by a huge number of Amlogic devices besides
Amlogic S905.  This can lead to confusion, so rename it to a more
generic name.

device-khadas-vim3: new device (MR 6220)
The Khadas VIM3 [1] is a popular devboard (SBC).
It has an Amlogic A311D SoC and is well supported in mainline linux.

Add board support in testing.

Note that we use the soc-amlogic-s905 package which also provides
support for A311d.
