systemd/qemu-binfmt: new aport

This could be folded into aports/qemu.. but I'm not sure if
they'd accept it since the path these install to seems(?) to be
systemd-specific? Once there's -systemd split pkg support in abuild,
then maybe it'll make sense to move this to aports.
