firmware-shift-otter: fix location of hexagonfs

Currently, hexagonfs relevant firmware files are
installed into
/usr/share/qcom/qcm6490/SHIFT/otter/hexagonfs while the
correct location should have been
/usr/share/qcom/qcm6490/SHIFT/otter.
