docs/device-categorization: add kernel upgrading requirement
As per https://gitlab.postmarketos.org/postmarketOS/postmarketos/-/issues/119, we want to require kernel packages used by community devices to be upgraded regularly, so add the proposed requirement in our categorization requirements.
